Born and raised in Cleveland, Martin J. Sweeney is a lifelong West Side resident with a deep, firsthand understanding of the community he serves. A hands-on, roll-up-your-sleeves public servant, Marty believes in direct, honest engagement with the people he represents.
First appointed to Cuyahoga County Council in 2021 and elected to a full term in 2022, Marty represents District 3, which includes Brooklyn, Linndale, and Cleveland’s West Side neighborhoods. His work focuses on economic development, public works, and health and human services that improve everyday life across the county.
Previously, Marty represented Ohio’s 14th District in the State House and served 18 years on Cleveland City Council, including as Council President. In those roles, he helped lead major redevelopment efforts that reshaped downtown Cleveland and expanded access to education and opportunity.
A graduate of St. Ignatius High School and Cleveland State University, Marty and his late wife, Katherine, raised four daughters in Cleveland—reinforcing his lifelong commitment to serving the city that shaped him and delivering for its people.

Tax-Payer Assistance Program
As County Councilman, Marty has been fighting to lower property taxes and give homeowners real relief by pushing county leaders to roll back taxes and protect families from skyrocketing valuations. When others say nothing can be done, Marty Sweeney is standing up for homeowners and working to make the system fairer for you.
The County’s Taxpayer Assistance Program offers up to $10,000 in one-time direct assistance to qualifying residents aged 67 and older who are facing tax delinquency. To apply, visit chnhousingpartners.org or contact the Cuyahoga County Treasurer’s Office at 216-443-7400.

Protecting Taxpayers Through Responsible County Finances
(General Fund & Health and Human Services Reserve Ordinance)
Marty Sweeney helped strengthen the County’s financial reserve policies to protect essential services while guarding against sudden tax increases. By supporting updates to the County’s General Fund and Health and Human Services Levy reserves, Marty worked to ensure the County is prepared for economic downturns without shifting the burden onto homeowners.

Stronger reserves help prevent emergency tax hikes when times get tough. For West Side families living on fixed or middle incomes, this means more predictable property taxes and fewer surprises in years when inflation or the economy hits hard.

Investing Tax Dollars Where They Actually Matter

Marty Sweeney helped shape and approve the County’s biennial budget to make sure tax dollars are spent responsibly and focused on what families actually need. Instead of wasting money or shifting costs onto homeowners, Marty fought for a budget that prioritizes basic services—like road repairs, senior services, housing stability, and public safety—while keeping pressure off property taxes.

Smart budgeting helps keep communities like West Park, Kamm’s, and Old Brooklyn affordable, so homeowners can stay in their homes and neighborhoods remain strong.
